Kentucky’s New Equine Mortality Transparency

The Kentucky Horse Racing Commission today began posting complete equine mortality information on its website. Without prior notice, the KHRC listed the names of six horses and the dates of their deaths, HKRC counsel recently claimed that this information is not a matter of public record. Previously, only freedom of information requests stemmed the release of heavily redacted necropsy reports to the public.
