The New York State Gaming Commission changed its original schedule for a comprehensive gambling market report and issued a new request for proposal, due for completion June 1, 2020.
The gaming market study will determine the feasibility of more casinos in the state, specifically in New York City, and if additional casinos would harm existing casinos.
The final report, due June 1, will also include an evaluation of horse racing revenue and the future of Off Track Betting parlors.
Full-scale casinos in the New York City requires a voter-approved state constitutional amendment. The earliest that referendum could appear on a ballot would be in NOV 2021.

Just kicking the can down the road until mobile sports wagering becomes law in NY, which needs legislative approval then a ballot referendum.
